Alex Mulholland brings 25 years of multi-disciplinary industry experience earned at the intersection of development, building regulation, digital innovation, and municipal policy.
His career bridges a decade in the private sector at leading architectural, engineering design, and project management firms, with 15 years of municipal regulatory leadership across large urban and rural jurisdictions, including the City of Toronto, the Township of Muskoka Lakes, and the Town of Bracebridge.
Alex serves as a member of the Building Materials Evaluation Commission (BMEC) with the Ministry of Municipal Affairs and Housing, and is a long-standing Co-Chair of the Ontario Municipal Code Interpretation and Advisory Committee (OMCIAC) with the Ontario Large Municipalities Chief Building Officials (OLMCBO).
A recognized leader in regulatory modernization, Alex has spearheaded municipal digital transformations, including cloud-based permitting, digital inspection workflows, and the integration of automation and artificial intelligence tools to optimize service delivery.
Alex advocates for a coordinated, evidence-based approach to the adoption of AI and automation tools in the regulatory environment. His focus is on accelerating approvals and eliminating developer bottlenecks while safeguarding against a fractured and inconsistent regulatory landscape. He is committed to ensuring that the development and adoption of advanced intelligence tools will improve the consistency of service levels between large urban centers and smaller, under-resourced municipalities.
